White House Presses Congress to Advance DHS Funding Plan
A memo circulated by White House legislative affairs officials called on lawmakers to adopt the Senate-approved measure without delay, arguing that it would allow progress on a broader reconciliation package designed to secure full funding for Immigration and Customs Enforcement (ICE) and Border Patrol for the remainder of the president’s term.
The memo warned of potential consequences if action is delayed, stating, "Failure to pass the budget resolution immediately will jeopardize paychecks for the DHS personnel that keep the Homeland safe,".
The Senate proposal would fund DHS operations broadly, though provisions tied to expanded immigration enforcement through ICE have faced opposition from Democrats. Republicans, however, have not advanced the measure further in the House since its approval nearly a month earlier, as the partial government shutdown continues.
House leadership has raised concerns about the Senate version of the bill. The Speaker of the House described it as poorly constructed, saying it contains “some problematic language, because it was haphazardly drafted.”
He also argued that the legislation could effectively “orphan” two major components of the homeland security structure. “We have a modified version that I think is going to be much better for both chambers," he said.
The president has urged Republican lawmakers to support the proposed budget framework and send a final version to his desk by early June.
At the same time, House business has been disrupted, with scheduled votes paused amid uncertainty over whether there is enough support to advance key procedural steps needed for legislation.
The House Minority Leader has criticized Republicans over the ongoing funding standoff, calling for immediate approval of a bipartisan Senate-backed bill to resolve the partial shutdown.
